The Madrid Protocol lets an applicant with an Indian trademark application or registration extend protection to any of 130 member countries through a single filing, in one language, with one fee schedule.
The international registration depends on the Indian one for five years. If the Indian mark is refused or withdrawn in that period, the international registration falls with it — the so-called central attack.
Each designated country still examines under its own law and can refuse, so the Madrid route simplifies the filing rather than guaranteeing the outcome.

Can I file internationally without an Indian trademark?
Not through Madrid. It requires a basic Indian application or registration to hang the international one on. Direct national filings in each country are the alternative, and are usually more expensive above three or four countries.
