Factory Licence
Required before a manufacturing unit starts.
The Factories Act applies to any premises with ten or more workers where power is used, or twenty or more without power. Registration is with the state Directorate of Industrial Safety and Health.
It runs in two stages: approval of the building plans and layout before construction or occupation, then the licence itself. Starting manufacture before the licence is issued is an offence carrying imprisonment as well as a fine.
The licence is renewed periodically and an annual return in Form 21 is due by 31 January.

When does the Factories Act apply?
