Consent to Establish, then Consent to Operate.

Industries are classified red, orange, green or white by pollution potential, and the category decides what is required and how long it takes. White category units need only an intimation; red category units face the full process and periodic renewal.

Two consents are needed in sequence: Consent to Establish before you build, and Consent to Operate before you produce. Operating without either is grounds for a closure order.
